From my perspective it's an attempt by Howard at rummaging up another crisis which he can then solve and be seen as saviour of the children...etc similar to how he saved himself with the whole children overboard fiasco. Why else would he wait 10 years before finally adressing the issue months before a federal election?

Whether it is or not it's certainly a shit attempt at solving it no arguments here.

The trouble is people don't really know what the appropriate answer the problem is. We seem to be stuck between attempting to preserve what we've left of their culture, and bringing them into our own society.
