No, they know full well it's bullshit. What the scaremongers intend is for it to convince just enough people so that they can be buffaloed into falling into line and voting their way the next time an election rolls around. And, for it to stir up enough trouble that the majority party won't be able to pursue it's agenda successfully in the meantime.
It didn't mention that this guy had tried this several times before though which you thought it might have done, I thought the way they had phrased the article made it sound like it was a possibility. However obviously once you realise this guy tries it fairly often it sheds a bit more light on being bollocks.
