Volts that Jolt but Amps kill, this is partly why you have high voltages so that if you touch it you may be thrown clear (though there are transmission efficiency reasons as well).
 
I wonder if the kid had friendly PC Tony Stamp from the Bill teach him about track safety as I did when I was kid.

I certainly learnt never play on the tracks

(As well as a one under right at the back of the house, which was a rather messy one)

That's an exaggeration. He'd have got 630 volts if he was touching BOTH the live rails. I think the positive rail is 450+ and the negative is 180- but I could be wrong.

Yeah it is, but the voltage drives the current. So imagine how much current it takes to move a train...
