best / cheapest internet connection company?

I would like to get internet access from my home (Scotland!). But I need your advice, what is the cheapest and still has some quality? I will only use it in the evenings and weekends, mostly for chatting and forums :D and probably for downloading some mp3's. The computer I've got is a Pentium 2 laptop. (so is it at all possible??)
